  1. In order to avoid slumps in the price of agricultural products, the Confederation may contribute to the cost of temporary measures, in exceptional circumstances, in order to relieve the market. It may not subsidise the reduction of surpluses due to structural factors.
  2. Federal subsidies are normally conditional on appropriate contributions from the cantons or from interested organisations.
