If the divergent decisions of the two councils relate to an entire item of business, the second rejection by either council is final. The foregoing applies in particular to:

  1. the introduction of bill;
  2. the acceptance of a bill in the vote on the bill in its entirety;
  3. the approval of a treaty under international law;
  4. the guarantee of a cantonal constitution;
  5. an opinion on a popular initiative in the form of a general proposal;
  6. the urgency clause;
  7. 1 the decision on whether a cantonal initiative should be endorsed;
  8. the approval of Federal Council ordinances;
  9. 2 .
  10. the continuation of an item of business in respect of which a motion for abandonment has been made.
