  1. This Act is subject to an optional referendum.
  2. The Conference for Coordination shall determine the date on which this Act comes into force.
  3. Articles 14, 15 and 61 shall come into force at the start of the first session following the first general election to the National Council to take place after the date on which this Act comes into force.1On the same date, Article 18 of the Federal Act of 17 December 19762on Political Rights (Annex3No II 1) shall be repealed.
