  1. Federal disciplinary or administrative investigations relating to persons or circumstances that are the subject of an investigation by the Control Delegation may only be commenced or continued with the authorisation of the Control Delegation.
  2. The Control Delegation shall decide on authorisation after consulting the Federal Council.
  3. If there is any dispute as to whether authorisation is required, it shall require the consent of two thirds of all the members of the Control Delegation.
  4. An investigation by the Control Delegation shall not preclude the conduct of civil or administrative proceedings or of preliminary investigations and court proceedings in criminal cases.
