  1. If the council approves its committee's bill in the vote on the bill in its entirety, the initiative is submitted to the other council and is further considered in accordance with the ordinary procedure for bills.1 1bis. If the council does not approve the introduction of its committee's bill or rejects it in the vote on the bill in its entirety, the initiative is regarded as having been dealt with.2
  2. In the committee of the second council, the draft from the first council is presented by a member of the committee that prepared it.
