ARSD 20:54:02:01 Conformance with uniform code -- Exceptions

All plumbing materials and plumbing systems or parts of plumbing systems installed must meet or exceed the minimum provisions of the Uniform Plumbing Code, 2024 edition, including Appendices A, B, C, D, E, I, K, L, M, N, O, Q, and R, with the following exceptions:

(1) Sections 103.0 to 107.2, inclusive; Table 104.5 of Chapter 1; 312.12.3; 313.7; 317.1(5); 319.0 and 319.1; 422.5; 609.11.1; 609.12 to 609.12.2, inclusive; 722.2 to 723.1, inclusive; 802.0 and 802.1; 811.5; 904.2; 1101.5 to 1101.11, inclusive; 1101.15 to 1101.15.3, inclusive; Chapter 5; Chapters 12 to 14, inclusive; Sections E 401.0 to E 406.4, inclusive, of Appendix E; Appendices F to H, inclusive; Appendix J; Appendix P; and Appendix S;

(2) The word "or" is added before "renovations" in the first, second, and third sentences of section 102.4. The words "or repairs" are removed from the first, second, and third sentences of section 102.4;

(3) The sentence "Cap close to mail and abandon the rest." is added as the last sentence of section 309.6;

(4) The words "Voids around piping passing through concrete floors on the ground shall be sealed." are removed from section 312.1;

(5) The word "water," is removed from the first sentence of section 312.6 and the following words are added to section 312.6: "No water piping shall be installed in an exterior wall or unheated attic. An exterior wall includes any wall between a heated space and an unheated space. Water service piping must be installed with a minimum earth cover of 72 inches. Building sewers must be installed with a minimum earth cover of 42 inches. Building sewers on septic systems may be installed at any depth that will accommodate the burial depth of the septic tank. If the building sewer is installed at a depth less than 30 inches, the pipe shall be protected from freezing with a minimum of 3 inches of foam insulation above and two feet of overhang on each side of the pipe.";

(6) The words "and Chapter 14, "Firestop Protection"" are removed from section 312.7;

(7) The words "Fuel gas piping shall be protected in accordance with Section 1210.4.3" are removed from section 312.9;

(8) The words "or wrapped" are added after the word "bored" in section 312.10;

(9) The words "metal" and "securely fastened to the adjoining structure" are removed from section 312.12.2;

(10) The words "and in gas piping as permitted by Section 1212.6" are removed from section 315.1;

(11) The sentence "Closet bends or stubs shall be cut off so as to present a smooth surface even with the top of the closet ring before rough inspection is called" is changed to "The top of the closet flange shall be installed above the finished floor not to exceed three-eighths of an inch thick" in section 402.6.1;

(12) The words "except for guest rooms in hotels, motels, dormitories, boarding houses, and similar occupancies, which may be round." is added at the end of the second sentence in section 411.1;

(13) The words "except closed front seats are permitted in hotels, motels, guest rooms, dormitories, boarding houses, and similar occupancies" are added to the end of the second sentence in section 411.3;

(14) The words "(5) In all mechanical rooms, and floors have a one-fourth inch slope in a one-foot radius around the drain." are added to section 418.3;

(15) The words "(6) In the lowest level." are added to section 418.3;

(16) The word "shall" is changed to "may" in section 407.4 and footnote 6 of Table 422.1;

(17) The words "Unless separate facilities are required by state law," are added to the beginning and "Separate" is changed to "separate" of section 422.2(4);

(18) The sentence "A dual check backflow preventer that conforms to ASSE 1024 must be installed on the building side immediately downstream of the water meter where the water service enters the building." are added to section 602.3;

(19) The sentences "Copies of testable backflow assembly test reports for the initial installation shall be sent to the water supplier. Copies of annual testable backflow preventer test reports must be sent to the water supplier. A testable assembly has properly located, resiliently seated test cocks and tightly closing, resiliently seated shut off valves at each end of the assembly." are added to section 603.4.2;

(20) The sentence "Water-to-water heat exchangers that return the water back to the public system of waterworks may not be allowed on a public water system unless approved by the Authority Having Jurisdiction." is added to the end of section 603.5.4;

(21) "Section 505.4.1" is changed to "Sections C 302.0 to C 302.3, inclusive, of Appendix C" in section 603.5.4;

(22) The words "unless they are installed above the known groundwater table, at least ten feet away from any sewer line or any other source of contamination, and only on seasonal-use facilities" are added to the end of section 603.5.17;

(23) The words "or underground outside of structures" are removed from section 604.3;

(24) The sentence "This does not apply to electric water heaters." is added to the end of section 604.13;

(25) The words "primer purple in color" are changed to "approved primer" in section 605.12.2;

(26) The word "discharge" is changed to "inlet" in the first sentence of section 606.2;

(27) The sentences "Individual shutoff valves shall be installed on each plumbing fixture and each exterior hose bib, except in single family dwellings. Individual valves are not required on tub valves, shower valves, and exterior hose bibs." are added to the end of section 606.5;

(28) The word "provided" is changed to "approved" in section 608.5;

(29) The words "or outside of the building with the end of the pipe not exceeding 2 feet (610 mm) and not less than 6 inches (152 mm) above the ground and pointing downwards" are removed from section 608.5(3);

(30) The word "prohibited" is changed to "permitted" in section 608.5(7);

(31) The sentences "Building supply yard piping shall be not less than 12 inches (305 mm) below the average local frost depth. The cover shall be not less than 12 inches (305 mm) below finish grade." are removed from section 609.1;

(32) The sentences "Potable water service piping may not be located in, under, or above cesspools, septic tanks, septic tank drainage fields, or drainage pits. A separation of twenty-five feet must be maintained from these systems, except for livestock confinement facilities, which may be three feet" are added to section 609.2(2);

(33) The word "shall" is replaced with "may" in section 609.5;

(34) The sentence "Dwellings units are exempt from this requirement unless an expansion tank is installed." is added to the end of section 609.11;

(35) The sentences "The minimum size water service allowed is one inch, except to travel trailer or mobile home sites, which must be at least three-fourths of an inch. Exception: remodeling without changes to existing foundation." are added to the end of section 610.1;

(36) The sentence "Plastic pipe and fittings installed underground outside of buildings may be SDR 35 ASTM 3034 or heavier." is added to the end of section 701.2(2) and the words "and Chapter 14 'Firestop Protection'" are removed from section 701.2(2);

(37) The sentence "(7) CPVC Schedule 80 or 40 pipe and fittings may be used in lieu of cast-iron in underground installations for high temperature discharge applications." is added to section 701.2 and the following are added to Table 701.2 and Table 1701.1:

(c) The following sentences are added at the end: "Where the Administrative Authority, due to practical difficulties or hardships, finds that a water or air test cannot be performed, a smoke or peppermint test must be substituted in lieu thereof. A smoke test is made by introducing into the entire system a pungent, thick smoke produced by one or more smoke machines. When the smoke appears at stack openings on the roof, the stack openings must be closed, with a pressure equivalent to a one-inch water column developed and maintained during the inspection. A peppermint test is conducted by the introduction of two ounces of oil of peppermint into the roof terminal of every line or stack to be tested. The oil of peppermint is immediately followed by ten quarts of hot water, whereupon all roof vent terminals are sealed. The detection of the odor of peppermint at any trap or other point on the system is a positive test result revealing leakage. Anyone whose person or clothes have come in contact with oil of peppermint must be excluded from the test area.";

(46) "5 feet (1524 mm)" is changed to "fifteen feet" in section 801.4;

(47) The following words are added to section 801.7: "Drip pans must be installed under storage-type water heaters to prevent tank leakage from causing property damage, except that drip pans are not required in:

The lowest level of buildings, provided that the floor is concrete or other material that is not damaged or deteriorated by water leakage from the tank;
Crawl spaces;
Spaces having floor drainage that collects leakage from the tank; and
Locations where tank leakage does not damage the building or its contents.

Drip pans must be watertight and constructed of corrosive-resistant materials. Metallic pans must be twenty-four gauge minimum. Non-metallic pans must be one-sixteenth of an inch minimum thickness. Pans must be not less than one and one-half inches deep and must be of sufficient size to hold the heater without interfering with drain valves, burners, controls, and any required access. High impact plastic pans are permitted under gas-fired water heaters where the heater is listed for zero clearance for combustible floors and the application is recommended by the pan manufacturer. Drip pans must have drain outlets not less than one inch in size, with indirect drain pipes extending to an approved point of discharge.";

(48) In section 807.3, the sentences "No domestic dishwashing machine shall be directly connected to a drainage system or food waste disposer without the use of an approved dishwasher airgap fitting on the discharge side of the dishwashing machine. Listed dishwasher air gap fittings shall be installed with the flood level (FL) marking at or above the flood level of the sink or drainboard, whichever is higher." are changed to "The discharge from a residential kitchen sink and dishwasher may discharge through a single one and one-half inch trap. The discharge line from the dishwasher must be at least one-half inch nominal size and either looped up and securely fastened to the underside of the counter or connected to a deck-mounted dishwasher air gap fitting. The discharge must connect to a wye fitting between the sink waste outlet and the trap inlet or to the disposal.";

(49) The sentence "ABS and PVC DWV piping installations shall be in accordance with Chapter 14 'Firestop Protection.' "Except for" is removed from section 903.1(2);

(50) In section 906.7, the words "Where frost or snow closure is likely to occur in locations having minimum design temperature below 0^◦F (-17.8^◦C), vent terminals shall be a minimum of three inches (76 mm) in diameter but in no event smaller than the required vent pipe. The change in diameter shall be made inside the building not less than one foot (305 mm) below the roof in an insulated space and terminate not less than 10 inches (254 mm) above the roof, or in accordance with the Authority Having Jurisdiction" are changed to "Each vent extension through a roof must be at least three inches in diameter, except kitchen sink vents in single-family dwellings, which must be at least two inches in diameter. The change in diameter must be made inside the building at least one foot below the roof with an approved fitting.";

(51) The word "shall" is replaced with "may" and the words "or upstream" are added after the word "downstream" in section 908.2.4;

(52) The following words are added as an additional paragraph to the end of section 909.1: "Alternate island sink installations require a minimum of a three-inch diameter drain, undiminished in size, which rises up through the sink cabinet and is capped off as high as possible. The vent may not connect further than fifteen feet from the vertical section of the drain and must be a minimum of one and one-half inch in diameter. A three by three by one and one-half inch sanitary tee is required for connection to the trap.";

(53) The sentences "Exception: In single family dwellings the maximum length of a floor drain that is connected to a uniformly sized building drain vented on both the upstream and downstream sides of the connection to the floor drain is fifteen feet. The minimum trap seal is four inches." are added to the end of sections 418.3 and 910.1;

(54) The words "17 B&S Gauge" are changed to "20 B&S Gauge" and the words "(0.045 inch) (1.143 mm)" are deleted from section 1003.1;

(55) The sentence "Slip joint extensions with forty-five degree slip joint offsets are allowed." is added to the end of section 1003.2;

(56) The sentence "The trap shall be the same size as the trap arm to which it is connected." is removed from section 1003.3;

(57) The sentence "Floor drains in garages serving dwelling units for parking purposes that are connected to a building sanitary sewer shall have a means of collecting sediment and shall be provided with a water trap seal." is added to the end of section 1016.3; and

(58) The sentence "ABS and PVC DWV piping installations shall be installed in accordance with applicable standards referenced in Chapter 17 and Chapter 14 "Firestop Protection."" is removed from section 1101.4.

ARSD 20:54:19:01 Definitions

Terms defined in SDCL 36-25-1 and Chapter 2 of the Uniform Plumbing Code, 2024 edition, have the same meaning when used in chapters 20:54:19 to 20:54:28, inclusive. The following terms have the meaning indicated when used in chapters 20:54:19 and 20:54:28, inclusive:

(1) "Administrative authority," the individual official, board, department, or agency, established and authorized by a state, county, city, or other political subdivision, created by law to administer and enforce article 20:54;

(2) "Bypass," a connection or a valve system that allows raw water to be supplied while the water conditioner is being cleaned or serviced or the media changed;

(3) "Capacity," an amount expressed in total gallons of water treated, meeting a manufacturer's specifications and produced in a defined period of time;

(4) "Cation exchange," in water softening, principally the exchange of calcium and magnesium ions in water for sodium ions on an insoluble ion exchange material;

(5) "Corrosion," the attack by water on any part of a water system, causing the wasting away of metal parts;

(6) "Disinfection," the process of destroying harmful microorganisms, done in accordance with section 609.10 of the Uniform Plumbing Code, 2024 edition;

(7) "Drain line," a line used to carry backwash water, spent regenerant, and rinse water to a waste system;

(8) "Effluent," the water or solution that emerges from a water conditioner during any phase of the operating cycle;

(9) "Filter," a device installed as part of a water system through which water flows for the removal of turbidity, taste, color, or odor;

(10) "Hardness," dissolved calcium and magnesium salts in water;

(11) "Installation," the piping or valving by which water conditioners are connected into the water supply system, including a drain line;

(12) "Ion exchange," a process whereby ions in solution are interchanged by a reactive material;

(13) "Medium," the active material in a filter;

(14) "Raw water," water at the inlet of the water treating unit;

(15) "Regeneration," in general, the backwash, brine, fresh water rinse, and maintenance steps necessary to prepare an exchanger bed for service after exhaustion, and specifically, the brine step in which a sodium chloride solution is passed through the exchanger bed and sodium ions displace hardness ions from the exchanger to permit the hardness to be rinsed to drain;

(16) "Rinse," part of the cycle of a water conditioner operation in which water is introduced to remove spent backwash water or regenerant, or both, prior to placing the conditioner into service;

(17) "Soft water," water containing less than one grain per gallon of dissolved calcium and magnesium salts, as calcium carbonate equivalent;

(18) "Turbidity," any undissolved materials in water; and

(19) "Water softener," a device installed as part of a water system, which produces soft water by cation exchange, removing calcium and magnesium or hardness from flowing water and replacing it with sodium, thereby requiring periodic regeneration with sodium chloride or salt.

Chapter 20:54:20 Water conditioning in general

ARSD 20:54:20:01 Conformance with code

All water conditioning and treating systems shall conform to the provisions of chapters 20:54:19 to 20:54:28, inclusive, and shall comply with all other provisions of article 20:54.

ARSD 20:54:20:02 Repair and alterations

When repairing, altering, and installing water conditioning and treatment equipment, the following standards shall be followed:

(1) In existing buildings or premises in which water conditioning and treatment equipment is to be installed, altered, repaired, or renovated, necessary deviations from the provision of this code may be permitted if such deviations conform to the intent of the code and are approved in writing by the administrative authority;

(2) When a building is moved from one location to another, no additional work or connection may be made unless the plumbing in the building has been reconstructed to comply with this article or may any additional plumbing work be installed in a building where there is defective or improperly installed plumbing until the defects have been repaired, renovated, replaced, or removed;

(3) Wherever compliance with all the provisions of this article fails to eliminate or alleviate a nuisance which may involve health or safety hazards, the owner or the owner's agent shall install additional water treatment equipment as necessary to abate the nuisance.

ARSD 20:54:20:03 Structural safety

In the process of installing or repairing any part of water conditioning or treatment equipment, the finished floors, walls, ceilings, tile work, or any other part of the building or premises which must be changed or replaced must be left in a safe structural condition in accordance with the requirements of the local administrative authority.

ARSD 20:54:20:05 Protection of pipes

Protection requirements of pipes used in installing water conditioning and treatment equipment shall meet the following standards:

(1) Pipes passing under or through walls shall be protected from breakage. Pipes passing through or under cinder or concrete or other corrosive material shall be protected against external corrosion by protective coating, wrapping, or other means which will prevent corrosion;

(2) No structural member may be weakened or impaired by cutting, notching, or otherwise, except to the extent permitted by the administrative authority;

(3) No water pipe may be installed or permitted outside of a building or in an exterior wall unless adequate provision is made to protect the pipe from freezing.

ARSD 20:54:20:06 Used or secondhand water conditioning and treatment equipment

Used equipment or material for water conditioning and treatment purposes may not be purchased, sold, or installed unless it complies with the minimum standards set forth in this article. The equipment shall be sterilized before it is reinstalled.

20:54:20 :07. Condemned equipment. Water conditioning or treatment equipment condemned by the administrative authority because of wear, damage, defects, or sanitary hazards shall not be reused.

ARSD 20:54:20:08 Connections to plumbing system required

All water conditioning or treatment equipment, drains, appurtenances, and appliances used to receive or discharge liquid wastes or sewage shall be connected to the drainage system of the building or premises in accordance with the requirements of this article.

ARSD 20:54:20:09 Location of water conditioning and treatment equipment

Water conditioning or treatment equipment and piping necessary to install the equipment shall not be located in a manner that interferes with the normal operation of windows, doors, or other exit openings and shall not be located in a manner that makes other equipment inaccessible.

ARSD 20:54:20:10 Piping measurements

Except where otherwise specified in this article, all measurements between pipes or between pipes and walls shall be made to the center lines of the pipes when installing water conditioning and treatment equipment.

ARSD 20:54:21:02 Alternate materials and methods

Alternate materials and methods shall conform to the following standards:

(1) In existing buildings or premises in which water conditioning and treatment installations are to be altered, repaired, or renovated, the administrative authority may permit deviation from the provisions of chapters 20:54:19 to 20:54:28, inclusive, if a proposal to deviate is first submitted to the administrative authority to determine that health and safety requirements, as they pertain to plumbing, are observed;

(2) Provisions of chapters 20:54:19 to 20:54:28, inclusive, are not intended to prevent the use of any material, device, method of assemblage or installation, fixture, or appurtenance not specifically authorized, provided the alternate has been approved by the administrative authority in accordance with this section;

(3) The administrative authority shall require sufficient evidence to be able to judge whether proposed alternates meet the requirements of chapters 20:54:19 to 20:54:28, inclusive, for safety and health.

ARSD 20:54:21:03 Approved materials

Water conditioning and treatment equipment contractors are bound by any changes made by the administrative authority pertaining to materials used to install water conditioning and treatment equipment. All materials used in installing water conditioning and treatment equipment must conform to Section 604.0, Materials, of the Uniform Plumbing Code, 2024 edition.

Chapter 20:54:22 Water conditioning joints

ARSD 20:54:22:01 Tightness

Tightness of joints and connections in the plumbing system used in installation of water conditioning and treatment equipment shall be watertight for the pressure required by test.

ARSD 20:54:22:03 Use of joints

Joints in copper tubing above ground must be made either by using brass or wrought copper water fittings sweated or soldered together, or by means of compression fittings, as provided in section 605.0 of the Uniform Plumbing Code, 2024 edition. Joints in copper tubing under ground must conform to section 609.3(2) of the Uniform Plumbing Code, 2024 edition.

ARSD 20:54:22:04 Special joints

Joints from copper tubing to threaded pipe shall be made by the use of brass converter fittings. The joint between the copper pipe and the fitting shall be sweated or soldered and the connection between the threaded pipe and the fitting shall be made with a standard pipe size screw joint.

Where different sizes of pipes or pipes and fittings are to be connected, the increasers and reducers or reducing fittings shall be used between the two sizes.

Chapter 20:54:23 Water conditioning hangers

ARSD 20:54:23:01 Vertical piping

Vertical piping shall be secured at sufficiently close intervals to keep the pipe in alignment and carry the weight of the pipe and contents. Vertical piping shall conform to the following standards:

(1) Screwed pipe shall be supported at not less than every other story height;

(2) Copper tubing shall be supported at each story height but not more than ten-foot intervals;

(3) Plastic pipe shall be supported at four-foot intervals.

ARSD 20:54:23:02 Horizontal piping

Horizontal piping shall be supported at sufficiently close intervals to keep it in alignment and prevent sagging. Horizontal piping shall conform to the following standards:

(1) Steel threaded pipe which is one-inch diameter or less shall be supported at eight-foot intervals, over one-inch diameter at ten-foot intervals;

(2) Copper tubing shall be supported at approximately six-foot intervals for piping one and one-fourth inches and smaller and ten-foot intervals for piping one and one-half inches and larger;

(3) Plastic pipe shall be supported at intervals not exceeding four feet.

ARSD 20:54:23:03 Hangers and anchors used in installation of water conditioning and treatment equipment

Hangers and anchors shall be of metal or other material of sufficient strength to maintain their proportional share of the pipe alignments and prevent rattling. Hangers and anchors shall be securely attached to the building construction.

ARSD 20:54:23:04 Strains and stresses

Piping in a water conditioning and treatment system shall be installed to prevent undue strains and stresses. Provision shall be made for expansion and contraction of piping and for structural settlement that may affect the piping.

Chapter 20:54:24 Water conditioning indirect wastes

ARSD 20:54:24:01 Indirect waste piping

Wastes from water conditioning and treatment equipment shall discharge to the building drainage system through an air gap serving the individual fixtures, devices, appliances, or apparatus.

ARSD 20:54:24:02 Air gap

The air gap between the indirect waste and the building drainage system shall be at least twice the effective diameter of the drain served. Extend the indirect waste pipe to an open, accessible slop sink, floor drain, or other suitable fixture which is properly trapped or vented. The indirect waste shall terminate a sufficient distance above the flood level rim of the receiving fixture to provide the required air gap.

ARSD 20:54:24:03 Special wastes

Special wastes treatment shall conform to the following standards:

(1) Acid and chemical indirect waste pipes shall be of materials unaffected by the discharge of such wastes;

(2) In no case may corrosive liquids, spent acids, or other harmful chemicals which might destroy or injure a drain, sewer, soil, or waste pipe or which might create noxious or toxic fumes discharge into the plumbing systems without being thoroughly diluted or neutralized by passing through a dilution or neutralizing device. The device shall be automatically provided with a sufficient intake of diluting water or neutralizing medium to make its contents noninjurious before being discharged into the soil or sewage system.

Chapter 20:54:25 Water conditioning -- Water supply

ARSD 20:54:25:01 Cross-connections

Potable water supply piping, water discharge outlets, backflow prevention devices, or similar equipment shall not be so located as to make possible their submergence in any contaminated or polluted liquid or substance.

ARSD 20:54:25:02 Approval of devices

Before any device for the prevention of backflow or backsiphonage is installed, it must have first been certified as meeting the requirements of Section 603.2, Approval of Devices or Assemblies, of the Uniform Plumbing Code, 2024 edition. Any person in control of a device that is installed in a potable water supply for protection against backflow must maintain the device in good working condition. The administrative authority having jurisdiction may inspect the device and, if it is found to be ineffective or inoperative, the administrative authority must require replacement of the device.

ARSD 20:54:25:03 Backflow

The water-distributing system and each water outlet must be protected against backflow. The water outlet must:

(1) Have the outlet end from which the water flows spaced a distance above the flood-level rim of the receptacle into which the water flows, which is sufficient to provide a minimum air gap as required in table 603.3.1 of the Uniform Plumbing Code, 2024 edition; or

(2) If it is not possible to provide a minimum air gap, be equipped with an accessible backflow preventer installed on the discharge side of the manual control valve, which complies with section 603.2 of the Uniform Plumbing Code, 2024 edition.

Chapter 20:54:26 Water conditioning equipment

ARSD 20:54:26:01 Pumps and other appliances

Water pumps, tanks, filters, softeners, and all other appliances and devices shall be protected against contamination. The drains from pressure tanks, relief valves, and similar equipment shall be connected to the drainage system through an indirect waste.

ARSD 20:54:26:03 Allowance for character of water

When selecting the material and size for water supply pipe, tubing, or fittings, due consideration shall be given to the action of the water on the exterior and interior of the pipe. No material that would produce toxic conditions in a potable water supply system may be used for piping, tubing, or fittings. No piping material that has been used for other than a potable water supply system may be reused in the potable water supply system.

ARSD 20:54:26:04 Procedure for sizing water conditioning and treatment equipment for domestic or commercial application

All pipe and fittings used for installation of water conditioning and treatment equipment for domestic and commercial applications must conform to section 604.0 of the Uniform Plumbing Code, 2024 edition. ARSD 20:54:26:05 Equipment removal and bypass

No water conditioning and treatment equipment may be removed without restoring the water supply. The piping shall be supported and drainable. A bypass shall be installed around equipment where the water conditioning and treatment contractor has relinquished control, ownership, and responsibility. Where the outlet of the equipment is the point of use, no bypass is required.

Chapter 20:54:27 Water conditioning inspection

ARSD 20:54:27:01 Inspections

All water conditioning and treatment installation or alterations are subject to inspection to insure compliance with all the requirements of chapters 20:54:19 to 20:54:28, inclusive.

ARSD 20:54:27:03 Test

Upon completion of the installation of water conditioning or treatment equipment, it shall be tested and proved tight under a water pressure not less than the working pressure under which it is to be used. The water used for tests shall be obtained from a potable source of supply.

Chapter 20:54:28 Portable water conditioning units

ARSD 20:54:28:01 Independent bacteriological tests

20:54:28 :01. Independent bacteriological tests. Water conditioning contractors shall cause to be made bacteriological tests, consisting of bacteriological examination for coliform organisms, of water from water conditioning units after regeneration and rinsing. One influent and effluent test sample shall be collected once each month for every 1,000 portable exchange water conditioning units being regenerated or a minimum of one set of two samples per month. The laboratory tests shall be conducted by a private organization or by a municipal, county, or state health department laboratory.

20:54:28 :02. Disinfection. All water conditioning and treatment contractors shall maintain sanitary plant facilities and provide for complete disinfection of portable exchange water conditioning units.
