10.01 Background

10.01: Background Under provisions of M.G.L. c. 128A, § 5(h)(4), the Commission may provide economic assistance to any person, or family of a person, employed in the racing facility, the stable area, or backstretch area of the running horse licensee located inSuffolk County (Suffolk Downs) who is facing hardship due to illness or unforeseen tragedy. 1 0 . 0 2 : Eligib ility Any current employee of Suffolk Downs, as defined in 205 CMR 10.01, may be eligible for assistance. The personmust make application for assistance to the Commission that details the financial hardship due to illness or unforeseen tragedy. The amount of assistance will be based on need and/or loss of income. The maximum amount of money available annually is specified by M.G.L. c. 128A. The person making application must attach a copy of his/her most recent pay stub and other documentation required by the Commission as documentation of employment.

10.03 Criteria

10.03: Criteria Any financial hardship due to illness or unforeseen tragedy would be considered and may qualify. The amount of assistance will be based on need and/or loss of income.

10.04 How to Apply

10.04: How to Apply A formal, written, application must be submitted to the Chairman of the State Racing Commission. The application must include the following information: (a) Date of application. (b) Name and job title of applicant. (c) A narrative describing the hardship due to illness or unforeseen tragedy, and the financial impact of those events. (d) A statement that lists available resources or a statement stating that no assets are available. (e) Amount of requested assistance. (f) Statement of how the money will be spent, to whom, for what purpose, and how much. (g) A statement certifying that the money will be spent only for the items included.

10.05 Evaluation

10.05: Evaluation The Commission will evaluate requests for assistance and make awards based on the need and/or loss of income demonstrated in the application and the availability of funds. All awards are subject to verification and audit by the C ommission.

10.06 Form of Assistance

10.06: Form of Assistance Assista nc e ma y b e in the form of a payment to the individual or to an entity on behalf of the individual to whom the award is granted and may be available for financial hardships to provide food for the family, to assist in meeting housing expenses, internment costs and travel expenses or other expenses related to hardship due to illness or unforeseen tragedy.
