RE:  The tariff classification of a mask kit from China.

Dear Ms. Moore:

In your letter dated May 4, 2024, you requested a tariff classification ruling on behalf of your client, Clockwork Soldier LTD.

You submitted a sample of an item identified as WORLD-19-MASKS, Make Your Own Jungle Animal Masks, which consist of a kit to make four animal masks including lion, tiger, monkey, and giraffe. Each mask has a three-dimensional nose that attaches to create the jungle character. Pre-cut and scored card pieces to fold and slot together. No glue or scissors needed. Elastic straps are already attached to hold the masks in place. A helpful activity sheet is included.

The applicable subheading for the WORLD-19-MASKS, Make Your Own Jungle Animal Masks, will be 9505.90.6000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for "Festive, carnival or other entertainment articles, including magic tricks and practical joke articles; parts and accessories thereof: Other: Other." The rate of duty will be Free.

Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided at https://hts.usitc.gov/.
