Ala. Admin. Code r. 356-X-2-.01 Duties Of The Executive Director

(1) The executive director is the chief executive officer of the Alabama School of Fine Arts who, under the direction of the Board, supervises the ASFA and all personnel. The executive director is responsible for the management of the school under the Board policies, and is accountable to the Board.

(2) The executive director may delegate to other school personnel the exercise of any powers and the discharge of any duties assigned to the executive director by the policies or by the Board. The delegation of power or duty, however, shall not relieve the executive director of responsibility for the action taken under such delegation.

(3) The responsibilities of the executive director are:

(a) To be the executive officer of the Board who, within the Board's policies, directs the management of the ASFA.

(b) To plan and recommend to the Board the purpose, program and policies for the ASFA, and once adopted by the Board, to diligently strive to achieve those purposes and implement those programs and policies.

(c) To establish, subject to Board approval, the organization of the staff of the ASFA in a manner designed to effectively accomplish the ASFA's purposes. To assign, in accordance with Board policies, the number and types of positions required to provide the proper personnel necessary for the program's operation.

(d) To seek the most capable candidates for employment and to nominate for appointment by the Board all regular and part-time professionals and consultants as needed within the framework of the budget and applicable Board policies.

(e) To provide leadership to the Board, the staff, and the community in a continuing effort to improve the effectiveness and efficiency of the ASFA.

(f) To direct the ASFA in a manner so as to promote the continuous growth of the staff in their capabilities to accomplish their tasks.

(g) To establish and maintain a thorough program of research and evaluation of all aspects of the ASFA's operation and to provide the Board with information needed to evaluate the effectiveness of the ASFA and set goals for priorities and improvements.

(h) To keep the public informed of school programs, to be mindful of community interests in planning improvements, and to involve in appropriate ways citizens of the community in ASFA planning, operation and evaluation.

(i) To plan, for adoption by the Board, the annual budget and to administer that budget in a diligent manner. Budgeted funds shall be expended in a fair and efficient manner in accordance with state laws and reliable accounting procedure, and in a manner that will achieve equity in the investment of financial resources of all students.

(j) To perform a judicial function in hearing disagreements concerning school operations and administrative decisions and to resolve these disputes fairly.

(k) To keep informed of new developments in the field of education and in the arts in order to give leadership in program improvement. The executive director shall also remain current in state and federal laws, as well as judicial decisions and opinions which may bear upon the purposes and operation of the ASFA.

(l) To attend all Board meetings, participating in all deliberations other than those concerning his appointment.

(m) To represent the interests and policies of the ASFA as a permanent member of the ASFA Foundation Board of Directors.

(1) The executive director shall keep informed of modern educational thought and practices by study, visiting of other school systems, attending educational conferences and by such other means as may be appropriate.

(2) The executive director shall keep informed of current trends in all areas of the arts, and in arts education, and in arts administration practices.

Ala. Admin. Code r. 356-X-2-.03 Evaluation Of Executive Director

At least once each year the Board will devote an executive session to an evaluation of the executive director's performance.

Ala. Admin. Code r. 356-X-2-.04 Duties Of The Information/Liaison Director

The information/liaison director is responsible to the executive director for the development and implementation of long-range planning and budgetary matters and to assist the executive director in the fulfillment of all activities which enhance the ASFA program.

The assistant director is responsible for the teaching personnel with regard to work schedules, responsibilities and department. The assistant director assists in this development and implementation of a coordinated academic/fine arts plan and schedule and is the principal liaison with other boards of education.

Ala. Admin. Code r. 356-X-2-.06 Line And Staff Relations

(1) Personnel employed by the Board are responsible to the Board through the executive director.

(2) Staff members will refer matters requiring administrative action to the administrative officer immediately in charge of the area. Administrative officers will refer such matters to the next higher authority when necessary.

(3) Staff members have the right to appeal any decision made by an administrative officer through approved grievance procedures.

(4) Staff members who abrogate, bypass or in any way, avoid proper chain of command procedures are subject to reprimand and/or dismissal.

Ala. Admin. Code r. 356-X-2-.07 Notice Of Administrative Vacancies

(1) Every effort shall be exerted to recruit the best possible applicants for administrative positions. Public notices of all such vacancies shall be posted.

(2) Such notices will contain the job description, minimum qualifications, and other information deemed appropriate by the executive director.

(3) No administrative vacancy may be filled until posted for at least seven working days.

Ala. Admin. Code r. 356-X-2-.08 Employment Of Regular Non-Instructional_Professional Personnel

The executive director will submit nominations to the Board for appointment of regular non-instructional personnel. The Board may accept or reject nominations, but election will be only upon the recommendation of the executive director. In case of rejection, the executive director may make other nominations.

Ala. Admin. Code r. 356-X-2-.09 Policy Implementation

(1) The executive director has responsibility for implementing policies established by the Board.

(2) All personnel have an obligation to both implement and support these policies. The executive director is expected to provide staff members and the community with opportunities to suggest new policies and policy improvements. Staff suggestions for policy modification should be presented to the executive director.

Ala. Admin. Code r. 356-X-2-.10 Administrative Regulations

The Board delegates to the executive director the function of specifying required actions and designing the detailed arrangements under which the school will be operated. These rules and detailed arrangements constitute the administrative regulations governing the school. They shall be consistent with policies adopted by the Board. The Board shall be provided copies of said rules and regulations.

The executive director is authorized to close the school in the event of hazardous weather or other emergencies which present threats to the safety of students, school staff members, or school property.
