Under the provisions of Code of Ala. 1975, § 2-7-31, the Special Awards Committee for Fairs shall establish the standards and criteria by which eligible fairs shall be judged. This chapter sets out those areas that will be judged and the possible scores for each area. It also further defines those areas of exhibits entitled to state aid under § 2-7-24 above.

The following categories will be judged and scored by the committee. Scoring will be on the point system up to a maximum of 100 points.
(1) Individual Exhibits:
(a) Variety and quantity in categories: Consider population and area served. Score 0-5 points for below average, 6-10 points for average and 11-15 points for above average. Maximum 15 points.
(b) General appearance of entries and displays: Score 0-2 for below average 3-4 points for average and 5-7 for above average. Maximum 7 points.
(2) Commercial, school, school organizations, community, public service, etc.: Consider population of area served. Maximum 8 points in each category. Score 0-2 points below average, 3-6 for average, and 7-8 for above average.
(a) Educational value Schools, FHA, youth groups, and other educational exhibits.
(b) Agricultural value Livestock, farm and garden crops, 4-H, FFA, and other agricultural exhibits.
(c) Civic and community involvement, public service, religious, government agencies, etc.
(d) Industry and business: Observe to what extent is industry and business involved in the exhibit.
(3) Publicity: Score 0 points for below average 1-2 points for average, and 3 points for above average. Maximum 3 points.
(4) Promotions, special events and/or special promotions: Score 1/2 point for each activity. Maximum of 4 points.
(5) Entertainment: Score 1 point for each activity. Maximum of 5 points.
(6) Overall operation:
(a) Housekeeping, sanitation and general appearance: Observe the general appearance of fair grounds, inside tents, buildings, rest rooms and workers' appearance. Maximum of 4 points.
(b) Planning: Observe if fair is well planned and operated. Observe if there are sufficient members of sponsoring organization visible for information and control. Maximum of 4 points.
(c) Compare with other fairs: Observe how fair compares with other fairs in approximately same population area and how fair appears to be serving the area. Score 0-2 points for below average, 4-5 points for average and 5-7 points for above average.
(7) Personal opinion of committee on how fair has improved over last year. Score 0-2 points for below average, 3 points for average and 4-5 points for above average.
(8) Increase in number of individual exhibits:
(a) Increase over last year in number of individual exhibits and exhibitors as listed in item two above, except commercial. Score 0 points if increase is less than 1%, 1 point if 1-5% increase, and 2 points if increase is greater than 5% in each category. Maximum of 8 points.
(b) Score 2 points if increase in three out of four categories.
(9) Agricultural Center Board's receipt of basic allotment form within 35 days of the close of fair. Score 2 points.
(10) Application for merit awards report: Score 0 points if three or more entries incomplete, 1 point if two or less entries not complete, and 2 points if complete.

History
The Special Awards Committee is authorized to require a report to be executed by at least two fair officials covering the entire operations of the fair, its facilities, exhibits, attendance, financial information and any other information deemed pertinent and necessary to aid in grading said fair.

Under the provisions of Code of Ala. 1975, § 2-7-24, the following classes of exhibits shall be the only type exhibits entitled to state aid:
(1) Livestock exhibits
(a) Beef cattle
(b) Dairy cattle
(c) Poultry
(d) Rabbits
(e) Sheep
(f) Swine
(g) Goats
(h) Horses - Halter and performance classes as recognized by the individual horse associations
(i) Other Livestock included in farm stock
(2) Products derived from any of the livestock listed above.
(3) Field and garden crops
(4) Horticulture products and exhibits
(5) Apiary products and exhibits
(6) Home economics displays
(a) Cooking
(b) Baking
(c) Canning
(d) Sewing and clothing
(e) Other home economics related activities
(7) Educational agricultural exhibits
(8) Flower exhibits.
(a) Horticultural - cut flowers
(b) Potted plants
(c) Live arrangements
(d) Artificial arrangements
(9) Creative and fine arts
(a) Art exhibits (portraits, sculpture, drawings)
(b) Craft exhibits (ceramics, pottery, etc.)
(10) 4-H Club exhibits and displays
(11) FFA Chapter exhibits and displays
(12) FHA Chapter exhibits and displays
(13) Extension homemakers club exhibits and displays
(14) Other similar youth organizations (boy scouts, girl scouts, etc.)
(15) Community club exhibits and displays (as defined by the Agricultural Center Board)
(16) Educational organizations
(a) Schools
(b) PTA
(17) Cost of ribbons, trophies and rosettes
(18) Any class not falling within any of the above classes need prior approval of the Center Board before aid is requested.

The following classes and items are not allowed state aid:
(1) Beauty pageants
(2) Noneducational contests and games
(a) Calf Scramble
(b) Greasy pig chase
(c) Pole climbing
(d) Attendance contest
(e) Needles in the haystack
(f) Other related games and contests
(3) Hay and feeding for livestock and wildlife animals
(4) Entry forms, judging forms, exhibit labels, and related supplies
(5) Judges
(6) Any type of paid demonstrations, exhibits and displays
(7) Any classes and lots not listed in the fair's current premium book

History
(1) Not less than 30 days before holding its fair, the manager, president or secretary of the fair association which desires to share in state aid must file with the Center Board a list of prizes and premiums that are to be offered during their upcoming fair or a copy of the current year's premium book, if printed. This list should be a summary of the current premium book and should be broken down by departments or classes, whichever the case.
(2) Upon completion of the fair, two (2) copies of the fair's prize and premiums list should be forwarded to the Center Board along with a copy of the fair premium book indicating the State Agricultural Center Board - Fairs as being a co-sponsor of the fair. This report should be completed in its entirety listing only those classes approved for state aid.
(3) The winner list should show names and addresses of each prize and premium winner in each class and lot along with the amount paid each winner in each class and lot, and the total amount paid in premiums and awards.

(1) The points granted to each fair under the provisions of Rule No. 105-X-1-.02 will be used to determine which fair shall receive the state championship award, superior awards, excellent awards and standard awards under Code of Ala. 1975, § 2-7-28.
(2) Fairs receiving point scores of 78 or above are deemed superior fairs. Fairs receiving point scores of 66-77 are deemed excellent fairs. Fairs receiving point scores of 50-65 are deemed standard fairs. These determinations will be used to distribute the funds as provided under § 2-7-28.

(1) Merit awards will be made at annual meetings of the Association of Alabama Fairs, but no checks will be presented at that time.
(2) Any reconsideration of these awards must be filed with the Agricultural Center Board no later than 15 days following the association's annual meeting. If no reconsideration request is filed, then the checks will be promptly processed and sent out.
(3) If a request for reconsideration is timely filed, the Center Board will review said request. The Board shall have final authority and may, in its discretion, make any change in awards which the Board feels is warranted. The Board shall resolve all requests for reconsideration within 30 days and the checks will be presented promptly thereafter.

So that there will be no unfair competition, fairs shall be divided into three divisions, of small, medium, and large, based upon populations served by said fair.
(1) These divisions of fairs are defined as follows:
(a) A small fair is a fair that serves a population of up to 50,000 persons.
(b) A medium fair is a fair that serves a population of 50,000 persons or over, but less than 100,000 persons.
(c) A large fair is a fair that serves a population of 100,000 persons, or over.
(d) The determination of whether a fair shall be considered small, medium or large as defined above shall be the duty of, and wholly within the discretion of, the Special Awards Committee for fairs as defined in Code of Ala. 1975, § 2-7-31.
(2) Divisions of fairs shall not compete with other divisions, but shall only compete with those fairs in the same division.
(3) The distribution of funds as contemplated under Code of Ala. 1975, § 2-7-28, and Rule 105-X-1-.07 of this chapter shall be limited to the various divisions of fairs as follows:
(a) Each small or medium fair as defined and designated in this rule shall be limited to $5,000 in any one fair season.
(b) Each large fair as defined and designated in this rule shall be limited to $8,000 in any one fair season.
