holds that there was error in the trial court's judgment. It is ordered that
the judgment of the trial court is REVERSED AND RENDER
JUDGMENT REINSTATING THE ALJ’S MAY 9, 2024 ORDER.

We order appellee, Bryan Jason Saintes, to pay all costs incurred
in this appeal.
