1 Die Revision der Klägerin ist zuzulassen, weil die Rechtssache grundsätzliche Bedeutung im Sinne von § 132 Abs. 2 Nr. 1 VwGO, § 67 Satz 1 LDG NRW hat. In dem Revisionsverfahren kann geklärt werden, ob der Rechtsprechung des Europäischen Gerichtshofs für Menschenrechte zum Streikrecht für Angehörige des öffentlichen Dienstes (vgl. Urteil vom 21. April 2009 - 68959/01 - NZA 2010, 1423) Bedeutung für die Geltung des verfassungsrechtlichen Streikverbots für Beamte oder für die disziplinarrechtliche Sanktionierung von Verstößen gegen das Streikverbot zukommt.
