1 Die Beschwerde des Beklagten gegen die Nichtzulassung der Revision ist begründet. Die Rechtssache hat grundsätzliche Bedeutung im Sinne von § 132 Abs. 2 Nr. 1 VwGO. Sie kann dem Senat Gelegenheit geben, die in Art. 7 Abs. 4 Satz 3 GG niedergelegten Voraussetzungen für die Genehmigung privater Schulen als Ersatz für öffentliche Schulen - insbesondere im Hinblick auf das Merkmal der "Erziehungsziele" - weiterer Klärung zuzuführen.

2 Die Festsetzung des Streitwerts beruht für das Beschwerdeverfahren auf § 47 Abs. 1 und 3, § 52 Abs. 1 GKG, für das Revisionsverfahren auf § 47 Abs. 1, § 52 Abs. 1, § 63 Abs. 1 Satz 1 GKG.
