1 Die Revision der Klägerin ist wegen grundsätzlicher Bedeutung der Rechtssache gemäß § 132 Abs. 2 Nr. 1 VwGO zuzulassen. In dem Revisionsverfahren kann geklärt werden, ob und unter welchen Voraussetzungen der Inhaber eines im Haushaltsplan seines Dienstherrn nur einmal ausgewiesenen Spitzenamtes eine Einschränkung seines Anspruchs auf amtsangemessene Beschäftigung hinzunehmen hat.
