1 Die Beschwerde der Beklagten ist zulässig und begründet. Die Revision ist nach § 132 Abs. 2 Nr. 1 VwGO wegen grundsätzlicher Bedeutung der Rechtssache zuzulassen. Sie kann dem Senat Gelegenheit zur Klärung der Frage geben, ob die Erteilung eines Aufnahmebescheids nach §§ 26, 27 Abs. 2 BVFG davon abhängig gemacht werden kann, dass der Aufnahmeantrag in einem hinreichenden zeitlichen Zusammenhang mit der Begründung des ständigen Aufenthalts in der Bundesrepublik Deutschland gestellt wird.
