Im Revisionsverfahren kann voraussichtlich unter anderem die Frage geklärt werden, ob Eignungsmängel, die sich aus einem vom Inhaber einer EU-Fahrerlaubnis vorgelegten medizinisch-psychologischen Gutachten ergeben, das mit Blick auf eine vor der Erteilung der ausländischen Fahrerlaubnis vorgefallenen Trunkenheitsfahrt angefordert worden war, unter Berücksichtigung der europarechtlichen Vorgaben zur Aberkennung des Rechts führen, von dieser Fahrerlaubnis im Bundesgebiet Gebrauch zu machen.
