1 Die Revision gegen das Urteil des Verwaltungsgerichts Leipzig vom 27. Januar 2009 ist nach § 132 Abs. 2 Nr. 1 VwGO wegen grundsätzlicher Bedeutung der Rechtssache zuzulassen.
