Gründe

1 Die Beschwerde ist begründet. Die Revision ist wegen grundsätzlicher Bedeutung der Rechtssache (§ 132 Abs. 2 Nr. 1 VwGO) zuzulassen. Das Revisionsverfahren kann zur weiteren Klärung der Frage beitragen, ob und gegebenenfalls unter welchen Voraussetzungen ein Eigentümer eines außerhalb des Plangebiets gelegenen Grundstücks gemäß § 47 Abs. 2 Satz 1 VwGO antragsbefugt sein kann, wenn die Gemeinde beabsichtigt, sein Grundstück zur Erschließung des Plangebiets in einem weiteren Bebauungsplan teilweise als Verkehrsfläche festzusetzen.
