Sie kann dem Senat Gelegenheit zur Klärung der Rechtsfrage geben, ob der Erstattungsanspruch nach § 49a Abs. 1 VwVfG i.V.m. § 1 LVwVfG RP, der gemäß § 137 Abs. 1 Nr. 2 VwGO dem revisiblen Recht angehört, der Verjährung unterliegt und von welchen Voraussetzungen der Eintritt der Verjährung abhängt. Diese für eine Vielzahl von Fällen bedeutsame Rechtsfrage ist in der Rechtsprechung des Bundesverwaltungsgerichts bislang nicht geklärt.
