Tenor

Die Bundesrepublik Deutschland hat den Beschwerdeführern ihre notwendigen Auslagen zu einem Drittel zu erstatten.

Gründe

1 Die Entscheidung beruht auf § 34a Abs. 3 BVerfGG. Die Verfassungsbeschwerden sind zwar zurückgewiesen worden, haben aber in der Sache zur Klärung einer Frage von grundsätzlicher Bedeutung beigetragen (vgl. BVerfGE 36, 146 <173 f.>; 109, 190 <243 f.>). Die Frage nach der Zulässigkeit der Verfassungsbeschwerden wird unter dem Gesichtspunkt der Rüge einer Verletzung der dauerhaften Haushaltsautonomie des Deutschen Bundestages im Sinne der Beschwerdeführer beantwortet. Es entspricht der Billigkeit, ihnen die durch das Verfassungsbeschwerdeverfahren entstandenen notwendigen Auslagen in Höhe von einem Drittel zu erstatten.
