Oktober 2004 (Amtsblatt der Europäischen Union Nummer C 310/1) durch den Vertrag von Lissabon zur Änderung des Vertrags über die Europäische Union und des Vertrags zur Gründung der Europäischen Gemeinschaft vom 13. Dezember 2007 (Amtsblatt der Europäischen Union Nummer C 306/1) erledigt.
Der Antrag auf Erstattung der Auslagen des Beschwerdeführers in dem Verfahren zu II. wird abgelehnt.
Der Wert des Gegenstands der anwaltlichen Tätigkeit im Hauptsacheverfahren zu II. wird auf 200.000 € (in Worten: zweihunderttausend Euro) und in dem Verfahren auf Erlass einer einstweiligen Anordnung zu II. auf 20.000 € (in Worten: zwanzigtausend Euro) festgesetzt (§ 37 Abs. 2 Satz 2 RVG).
