M. Dupont soumet au nom de la commission des affaires étrangères le rapport écrit suivant:
Le Conseil fédéral prie les Chambres fédérales d'accorder à la Fondation des immeubles pour les organisations interna- tionales (FIPOI) à Genève un prêt de 19,5 millions de francs devant servir à financer trois annexes de l'Union internatio- nale des télécommunications (UIT). Il leur demande aussi d'approuver un crédit additionnel de 480 000 francs néces- sité par le renchérissement de la construction destinée à l'Agence centrale de recherches du CICR.
A. Crédit à la FIPOI pour l'UIT
L'Union internationale des télécommunications, fondée en 1865, est la plus ancienne organisation internationale. La Suisse en est membre fondateur. L'évolution fulgurante des techniques de télécommunication et les besoins croissants de personnel qui en découlent nécessitent la construction de trois bâtiments destinés à des locaux supplémentaires. Le prêt de 19,5 millions de francs est frappé d'un intérêt de 3 pour cent par an et s'étend sur une durée de 40 ans.
Ce crédit est conforme à la pratique suivie par l'Etat fédéral depuis la création de la FIPOI en 1964. Il répond au souci de maintenir le rôle de Genève comme ville internationale et comme siège d'organisations. Ce projet a été jugé très favorablement par la commission.
B. Crédit additionnel pour le CICR
Ce crédit additionnel de 480 000 est nécessité par le ren- chérissement de la construction d'un nouveau bâtiment destiné à l'Agence centrale de recherches du CICR. Ce projet a lui aussi reçu l'assentiment de la commission, qui a souligné sa conception architecturale fonctionnelle.
La commission unanime (avec une abstention) vous pro- pose d'entrer en matière et d'approuver les deux arrêtés fédéraux octroyant le prêt à la FIPOI et le crédit additionnel pour le CICR.

Landolt, Berichterstatter: Wenn ich diese Vorlage mit einem hochtrabenden akademischen Titel versehen müsste, würde er wohl ungefähr folgendermassen lauten: homo helveticus informatiatus ante portas. Tatsächlich wissen wir nach dem Studium der Botschaft des Bundesrates, dass unsere jüng- sten Schweizer Bürger der Jahrgänge 1986 bis etwa 1978 spätestens an der Oberstufe oder in der Mittelschule bezie- hungsweise Berufsschule die Handhabung des Computers beherrschen werden. Es nützt uns dementsprechend auch der nostalgische und bereits zur geschichtlichen Tatsache der verpassten Gelegenheiten gehörende Umstand ganz und gar nichts, dass nämlich 1954 an der ETH in Zürich weltweit einer der ersten Computer funktioniert hat. Es ist sogar müssig, den Industrie- und Bankmanagern von Ende der fünfziger Jahre den Vorwurf zu machen, sie seien untä- tig, ungläubig und blind gegenüber der bevorstehenden letzten industriellen Revolution gestanden. Es ist heute und hier an uns, möglichst alles gutzumachen, was unsere föde- ralistische Ausbildungsstruktur im schweizerisch- evolutio- nären und gemütlichen Schritt-für-Schritt- und Zug-um- Zug-Modus nicht erreicht hat.
Was die drei Bundesbeschlüsse als Quintessenz aus den Sitzungen und Beratungen der Hochschulplanungskommis- sion sowie der Informatikkommission der Schweizerischen Hochschulkonferenz beinhalten, ist nichts anderes als der Nachvollzug der verpassten Revolution in Lehre und For- schung unseres Schul- und Hochschulwesens in der Anwendung und dem Gebrauch der elektronischen Informa- tik und Ingenieurwissenschaften.
Die meisten unserer Mitbürger sind überrascht und erstaunt über die Tatsache, dass die Dichte der Computer in der Schweiz überdurchschnittlich hoch ist und dass sowohl in
