On 13 August 1992, the Federal Council validated the official results of the federal popular vote of 17 May 1992. It confirmed acceptance of the Bretton Woods accession decree, the Bretton Woods participation act, the water protection act, the counterproposal on genetic manipulation and assisted reproduction, the civilian service decree, and the amendments on sexual integrity offences, and rejection of the popular initiative 'for the safeguarding of our waters'. The order also provides for publication of the decision and the result summary in the Federal Gazette, and for publication of the accepted constitutional amendments in the official collection with reference to the validating order.
Art. 15 Federal Act on Political Rights; validation of popular vote results by the Federal Council. The Federal Council certifies the outcome of a federal popular vote on the basis of the official protocols and formally establishes whether an object has been accepted by the people and, where required, by the cantons, or rejected. The validating order is declaratory in nature; it does not reopen the substantive vote but records the legally relevant result. Accepted constitutional amendments are to be published in the official collection with reference to the validating order; the validating decision and the result summary are published in the Federal Gazette.

Le Conseil fédéral suisse,
vu l'article 15 de la loi fédérale du 17 décembre 19761) sur les droits politiques; vu les procès-verbaux de la votation populaire du 17 mai 1992,
arrête:
Article premier Objets acceptés
Le peuple a accepté l'arrêté fédéral par 923 685 oui contre 730 553 non (annexe 1).
Le peuple a accepté la loi fédérale par 929 929 oui contre 718 254 non (annexe 2).
Le peuple a accepté la loi fédérale par 1 151 706 oui contre 591 240 non (annexe 3).
Le contre-projet a été accepté par le peuple, par 1 271 052 oui contre 450 635 non, ainsi que par les cantons, par 196/2 oui contre 1 non (annexe 4).
L'arrêté fédéral a été accepté par le peuple, par 1 442 263 oui contre 305 441 non, ainsi que par tous les cantons (annexe 5).

Le peuple a accepté la modification par 1 255 604 oui contre 461 723 non (annexe 6).
Art. 2 Objet rejeté
Initiative populaire du 9 octobre 19842) «pour la sauvegarde de nos eaux» L'initiative a été rejetée par le peuple, par 1 093 987 non contre 644 083 oui, ainsi que par tous les cantons (annexe 7).
Art. 3 Publication
1 Le présent arrêté ainsi que la récapitulation des résultats de la votation seront publiés dans la Feuille fédérale.
2 La teneur des modifications constitutionnelles relatives à la génétique et à la procréation assistée (art. 1, ch. 4) ainsi qu'à l'introduction d'un service civil pour les objecteurs de conscience (art. 1, ch. 5), qui ont été acceptées par le peuple et les cantons, sera publiée dans le Recueil officiel des lois fédérales, avec un renvoi au présent arrêté validant le résultat de la votation.
