L'Assemblée fédérale de la Confédération suisse,
vu l'article 6 de la constitution; vu le message du Conseil fédéral du 25 mars 19871), arrête:
Article premier
La garantie fédérale est accordée:
Au paragraphe 26, 2e alinéa, de la constitution cantonale accepté lors de la votation populaire du 7 décembre 1986;
Au paragraphe 49 de la constitution cantonale accepté lors de la votation populaire du 28 septembre 1986;
A l'article 19, 4e alinéa, de la constitution cantonale accepté lors de la vo- tation populaire du 28 septembre 1986.
Art. 2
Le présent arrêté, qui n'est pas de portée générale, n'est pas soumis au référendum.
