Act of the Swiss Federal Council certifying the official results of the 5 April 1987 popular vote. The Council declared accepted the amendment to the Asylum Act, the amendment to the Federal Act on Residence and Establishment of Foreigners, and the federal decree on the voting procedure for popular initiatives accompanied by a counter-proposal. It also declared rejected the popular initiative seeking a referendum right for military expenditures. The decree orders publication of the results in the Federal Gazette and publication of the accepted constitutional amendment in the official law collection.
Art. 15 Federal Act on Political Rights; certification of popular vote results by the Federal Council; the Council’s task is limited to officially ascertaining and publishing the outcome from the cantonal and federal vote records. Where the requisite popular and, if applicable, cantonal majorities are attained, the object is declared accepted; otherwise it is declared rejected. The decree does not re-examine the political merits of the submitted objects, but only validates the numerical result shown by the official protocols (consid. 1-3).

Le Conseil fédéral suisse,
vu l'article 15 de la loi fédérale du 17 décembre 19761) sur les droits politi- ques;
vu les procès-verbaux de la votation populaire du 5 avril 1987, arrête:

Le peuple a accepté la modification, par 1 180 082 oui contre 572 330 non (annexe 1).
Le peuple a accepté la modification, par 1 122 027 oui contre 585 460 non (annexe 2).
L'arrêté fédéral a été accepté par le peuple, par 1 080 992 oui contre 627 665 non, ainsi que par les cantons, par 186/2 oui contre 2 non (an- nexe 3).

2 La teneur de la modification constitutionnelle concernant la procédure de vote relative aux initiatives populaires accompagnées d'un contre-projet (art. 1er, ch. 3), qui a été acceptée par le peuple et les cantons, sera publiée dans le Recueil des lois fédérales, avec un renvoi au présent arrêté validant le résultat de la votation.
