L'Assemblée fédérale de la Confédération suisse,
vu le message du Conseil fédéral du 28 septembre 19811), arrête :

La constitution fédérale est modifiée comme il suit:
Art. 27018 Abrogé
II 1 Le présent arrêté est soumis au vote du peuple et des cantons.
2 Le Conseil fédéral fixe la date de l'entrée en vigueur.
