The appellant challenged a State Council resolution approving a zoning-plan inventory for buildings outside the building zones of a municipality. Before the tribunal decided the merits, the appellant withdrew the appeal by letter of 20 August 1998. The Tribunal of the planning of territory therefore held the case moot, struck the appeal from the docket, and ordered that no fees or costs be charged.
Withdrawal of the appeal renders the proceedings moot; the court removes the case from the docket and may refrain from levying fees and costs when no substantive decision remains to be taken.
