The appellant filed an administrative appeal against a decision of the Ticino State Council, then withdrew it on 19 January 1999. The Tribunale cantonale amministrativo therefore held the proceedings to be exhausted, struck the appeal from the docket, and ordered that no court fees or costs be levied.
