(Dass diese Bestimmung und nicht §§ 77/78 VRG gelten, hat das Verwaltungsgericht in RB 1972 Ni-, 41 festgestellt.) Selbstverständlich müssen die Schätzungsorgane das Ermessen pflichtgemäss handhaben. Sie haben sich nach folgen­dem Grundsatz zu richten: Die Entschädigung ist so festzusetzen, dass der durch das Verfahren notwendig gewordene Aufwand ersetzt wird, wobei für die Frage, welcher Aufwand notwendig war, der Massstab des für solche Verfahren tlblichen anzuwenden ist. Das Verwaltungs­gericht hat schon bei früheren Gelegenheiten festgestellt, dass nicht allein Anwaltskosten, sondern auch Kosten für technische Studien in Frage kommen können (RB 1972 Nr. 41). Gerade hier aber muss bei der Frage, was effektiv nötig war, Zurückhaltung geübt werden, denn mit Uberbanungsstudien und Ausdenken von Varianten kann je nach Temperament, Phantasie und Perfektionsbedürfnis ganz ver­schieden weit gegangen werden. Es ist in diesem Zusammenhang an den expropriationsrechtlichen Satz zu erinnern, dass der Enteignete verpflichtet ist, den Schaden, soweit ihm zumutbar, zu verhindern (vgl.
