Welche Beweismittel zur Erhärtung der behaupteten Tatsachen wesentlich sind, entscheidet im Rahmen des massgeblichen Verfahrensrechtes die zuständige Behörde. Der Regierungsrat als zuständige Rekursinstanz ist nur dann zum Augenschein verpflichtet, wenn die Verhältnisse anders überhaupt nicht abgeklärt werden könnten (siehe Imboden Max: Schweizerische Verwaltungsrechtsprechung, Band II, 4. Aufl., Basel 1971, S. 620).
