Die Berufs- und Standespflichten des Anwalts, deren Verletzung von der Aufsichtsbehörde nach § 12 Abs. 1 AnwG zu ahnden ist, werden weder im Gesetz umschrieben, noch wird auf die Standesregeln des Luzerner Anwaltsverbandes hingewiesen. Normalerweise gehen die Standesregeln weiter, als dies zur Sicherung einer korrekten Berufsausübung im öffentlichen Interesse geboten ist; sie sind auch auf die spezifischen Interessen des Berufsstandes ausgerichtet. Nur wo das Standesrecht als Ausdruck des Gewohnheitsrechts gelten kann und damit den generellen gesetzlichen Begriff der Berufspflicht konkretisiert, kommt ihm der Charakter allgemein verbindlichen Berufsrechts zu, das im öffentlichen Interesse liegt. Die Standesregeln sind mithin für die Disziplinarbehörde rechtlich nicht verbindlich (Wolffers, Der Rechtsanwalt in der Schweiz, Zürich 1986, S. 120ff., insbes. S. 126ff.). Ziffer 33 der luzernischen Standesregeln bestimmt, dass sich ein Anwalt zunächst mit dem Präsidenten des Luzerner Anwaltsvelbandes oder dessen Stellvertreter zu beraten hat, bevor er gegen einen Kollegen eine Strafanzeige oder eine Strafklage einreicht. Inwieweit diese Bestimmung im öffentlichen Interesse liegen sollte, ist nicht zu erkennen. Sie gilt nur für Verbandsmitglieder kraft Privatrechts. Deren Verletzung ist von der Aufsichtsbehörde nicht zu ahnden. Dementsprechend ist auf den unbestritten gebliebenen Vorwurf des Beschwerdeführers an den Beschwerdegegner, er habe die Standesregeln dadurch verletzt, dass er vor der Einreichung der Strafklage gegen den Beschwerdeführer sich mit dem Präsidenten des Anwaltsverbandes nicht in Verbindung gesetzt habe, nicht einzugehen. Auf die Beschwerde kann in diesem Punkt nicht eingetreten werden.
