Nach Einsicht
in die Beschwerde vom 4. November 2009 (Poststempel) gegen den Entscheid des Verwaltungsgerichts des Kantons Bern, Sozialversicherungsrechtliche Abteilung, vom 5. Oktober 2009,
in Erwägung,
dass ein Rechtsmittel gemäss Art. 42 Abs. 1 BGG unter anderem die Begehren und deren Begründung mit Angabe der Beweismittel zu enthalten hat, wobei im Rahmen der Begründung in gedrängter Form darzulegen ist, inwiefern der angefochtene Entscheid Recht verletzt (Art. 42 Abs. 2 BGG); die Vorbringen müssen sachbezogen sein, damit aus der Beschwerdeschrift ersichtlich ist, in welchen Punkten und weshalb der angefochtene Entscheid beanstandet wird (BGE 131 II 449 E. 1.3 S. 452; 123 V 335 E. 1 S. 337 f. mit Hinweisen); dies setzt voraus, dass sich die Beschwerde führende Person wenigstens kurz mit den Erwägungen des angefochtenen Entscheides auseinandersetzt (BGE 134 II 244 E. 2.1 S. 245 f. mit weiteren Hinweisen),
dass die Beschwerde des Versicherten diesen Mindestanforderungen offensichtlich nicht genügt, da sie sich praktisch in einer Wiederholung der Eingabe vom 24. Juni 2009 an das Verwaltungsgericht erschöpft und sich der Beschwerdeführer nicht in hinreichend substanziierter Weise mit den entscheidenden Erwägungen der Vorinstanz auseinandersetzt, indem den Ausführungen nicht entnommen werden kann, inwiefern deren Sachverhaltsfeststellungen im Sinne von Art. 97 Abs. 1 BGG - soweit überhaupt beanstandet - qualifiziert unrichtig und die darauf beruhenden Erwägungen rechtsfehlerhaft sein sollten,

dass hieran auch die Vorbringen bezüglich des Gesundheitszustandes nichts zu ändern vermögen,

dass mithin kein gültiges Rechtsmittel vorliegt,
dass deshalb im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. b BGG auf die offensichtlich unzulässige Beschwerde nicht einzutreten ist und der Beschwerdeführer nach Art. 66 Abs. 1 und 3 BGG kostenpflichtig wird,

erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Die Gerichtskosten von Fr. 200.- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien, dem Verwaltungsgericht des Kantons Bern, Sozialversicherungsrechtliche Abteilung, dem Staatssekretariat für Wirtschaft und dem beco Berner Wirtschaft schriftlich mitgeteilt.
