Der Präsident zieht in Erwägung:

Der Beschwerdeführer ist als Anzeigeerstatter bzw. Geschädigter zur Beschwerde nicht legitimiert (Art. 81 Abs. 1 BGG; BGE 133 IV 228). Dazu kommt, dass die Beschwerde im Sinne von Art. 42 Abs. 2 bzw. Art. 106 Abs. 2 BGG nicht hinreichend begründet ist. Im Übrigen dürfte sie auch unzulässig im Sinne von Art. 42 Abs. 7 BGG sein. Auf die Beschwerde ist deshalb im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Den finanziellen Verhältnissen des Beschwerdeführers ist durch eine herabgesetzte Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG). Mit dem Entscheid in der Sache wird das Gesuch um aufschiebende Wirkung gegenstandslos.

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, II. Zivilkammer, schriftlich mitgeteilt.
