Der Einzelrichter zieht in Erwägung:

Das Kantonsgericht Luzern trat am 24. Juli 2013 auf eine Beschwerde nicht ein. Der Entscheid erging zur Hauptsache, weil die Beschwerdeführerin die Prozesskaution nicht zahlte und das Gesuch um Erlass der Sicherheitsleistung erst nach Ablauf der Zahlungsfrist und somit verspätet stellte. Mit der Frage des Nichteintretens wegen Nichtzahlung der Prozesskaution und Verspätung des Erlassgesuchs befasst sich die Beschwerdeführerin in ihrer Eingabe vor Bundesgericht nicht, weshalb diese den Begründungsanforderungen von Art. 42 Abs. 2 BGG nicht genügt. Es ist anzumerken, dass sich aus der Beschwerde ebenfalls nicht ergibt, inwieweit die Eventualbegründung der Vorinstanz (Entscheid, S. 3) gegen das Recht im Sinne von Art. 95 BGG verstossen könnte. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Auf eine Kostenauflage wird ausnahmsweise verzichtet.

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

Es werden keine Kosten erhoben.

3.

Dieses Urteil wird den Parteien und dem Kantonsgericht Luzern, 1. Abteilung, schriftlich mitgeteilt.
