Der Präsident zieht in Erwägung:

Die Beschwerde richtet sich gegen vier Entscheide des Obergerichts des Kantons Uri vom 25. März 2009, mit welchen vier Rekurse des Beschwerdeführers abgewiesen wurden, weil im Falle fehlender Legitimation ein strafrechtlicher Rekurs gegen eine Verfügung des Verhöramtes aussichtslos sei und die erste kantonale Instanz deshalb ein Gesuch um unentgeltliche Rechtspflege habe abweisen dürfen (OG Z 08 18, 08 19, 08 20, 08 21). Mit der Frage seiner Legitimation befasst sich der Beschwerdeführer in der Begründung seiner Eingabe vor Bundesgericht nicht (Beschwerde S. 9 - 12). Diese genügt folglich den Anforderungen von Art. 42 Abs. 2 bzw. Art. 106 Abs. 2 BGG nicht. Eine angeblich "wahrheitswidrige" Behauptung betreffend seine Opferstellung betrifft eine Verfügung vom Februar 2006 (Beschwerde S. 10 unten/11 oben), die von vornherein nicht Gegenstand des vorliegenden Verfahrens sein kann. Und schliesslich ist auch die Rüge, der Obergerichtspräsident hätte in den Ausstand treten müssen (Beschwerde S. 11 Mitte), nicht in einer nachvollziehbaren Weise begründet. Der Hinweis auf dessen "Nähe" zu gewissen Personen genügt nicht. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen.
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtskosten von Fr. 1'000.-- werden dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Uri, Zivilrechtliche Abteilung, schriftlich mitgeteilt.
