Der Präsident zieht in Erwägung:

Es ist nicht ersichtlich, dass und inwieweit der Beschwerdeführer als Anzeigeerstatter zur Beschwerde berechtigt im Sinne von Art. 81 BGG sein könnte. Dazu kommt, dass die Beschwerde nicht hinreichend begründet im Sinne von Art. 42 Abs. 2 bzw. Art. 106 Abs. 2 BGG und zudem unzulässig im Sinne von Art. 41 Abs. 7 BGG ist. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist abzuweisen, weil die Rechtsbegehren aussichtslos erschienen (Art. 64 Abs. 1 BGG). Infolge der rechtsmissbräuchlichen Art der Prozessführung kommt eine Reduktion der Gerichtsgebühr nicht in Betracht (Art. 65 Abs. 2 BGG). Mit dem Entscheid in der Sache ist das Gesuch um aufschiebende Wirkung gegenstandslos geworden.
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtsgebühr von Fr. 800.-- wird dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird dem Beschwerdeführer, der Oberstaatsanwaltschaft des Kantons Zürich und dem Obergericht des Kantons Zürich, II. Zivilkammer, schriftlich mitgeteilt.
