Der Einzelrichter zieht in Erwägung:

Der Beschwerdeführer wendet sich dagegen, dass zwei Anklagen gegen den Beschwerdegegner durch den Einzelrichter in Strafsachen des Bezirkes Zürich nicht zugelassen wurden, weil er die im Kanton Zürich obligatorische Weisung des Friedensrichters sowie die von diesem abgestempelte Anklageschrift nicht eingereicht hatte. Die Vorinstanz wies in zwei Beschlüssen vom 27. Januar 2011 dagegen gerichtete Rekurse ab. Aus den nur Stichworte enthaltenden Beschwerden ist nicht ersichtlich, inwieweit die auf das kantonale Recht gestützte Auffassung der kantonalen Richter gegen das schweizerische Recht im Sinne von Art. 95 BGG verstossen könnte. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Ausnahmsweise kann auf die Erhebung von Gerichtskosten verzichtet werden. Dem Beschwerdegegner ist keine Entschädigung auszurichten, weil er vor Bundesgericht keine Umtriebe hatte.
Demnach erkennt der Einzelrichter:

Auf die Beschwerden wird nicht eingetreten.
2.
Es werden keine Gerichtskosten erhoben.
3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Strafkammer, schriftlich mitgeteilt.
