Der Präsident zieht in Erwägung:

Die Beschwerde richtet sich dagegen, dass der Einzelrichter in Zürich ein Verfahren betreffend gerichtliche Beurteilung einer Bussenverfügung des Stadtrichteramtes abschrieb, weil der Beschwerdeführer zur Hauptverhandlung vor dem Einzelrichter nicht erschienen war. Die Vorinstanz hat im angefochtenen Entscheid einen gegen die Abschreibung gerichteten Rekurs abgewiesen, soweit darauf eingetreten wurde.

Soweit sich der Beschwerdeführer zum Verfahren vor dem Stadtrichteramt äussert (Beschwerde S. 3 Ziff. 3.3 und S. 5 Ziff. 3.14), legt er nicht dar, inwieweit die Ausführungen der Vorinstanz zu dieser Frage (vgl. angefochtenen Entscheid S. 4/5 E. 3) das schweizerische Recht im Sinne von Art. 95 BGG verletzen könnten. Die Beschwerde genügt in diesem Punkt den Begründungsanforderungen von Art. 42 Abs. 2 bzw. Art. 106 Abs. 2 BGG nicht.

Soweit der Beschwerdeführer geltend macht, der Einzelrichter habe gegen die gesetzlichen Ausstands- und Ablehnungsvorschriften verstossen (Beschwerde S. 3 - 5 Ziff. 3.4 - 3.13), ist auf das im Urteil des Bundesgerichts 1B_164/2008 vom 2. September 2008 Gesagte zu verweisen. Darauf ist nicht mehr zurückzukommen.

Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Strafkammer, schriftlich mitgeteilt.
