Faits :

X.________ a fait l'objet de 15 amendes pour avoir stationné son véhicule sans se conformer aux règles légales. Faute de paiement, le Préfet compétent a prononcé la conversion des amendes en arrêts.
B.
Statuant le 30 mars 2007, le Président du Tribunal d'arrondissement de l'Est vaudois a rejeté, par défaut, l'opposition du contrevenant.
C.
En temps utile, l'intéressé a saisi le Tribunal fédéral d'un recours, expliquant en bref qu'au moment des faits il n'était pas en mesure de payer les amendes.
D.
Une avance de frais de 2000 fr. a été demandée au recourant. Aucun paiement n'a été enregistré. Le délai supplémentaire, fixé au 31 août 2007, est désormais échu (art. 62 al. 3 LTF).
Le Président considère en droit:

Selon l'art. 108 al. 1 let. a LTF, le Président de la Cour décide en procédure simplifiée de ne pas entrer en matière sur les recours manifestement irrecevables. Si l'avance de frais n'est pas versée dans le délai supplémentaire, le recours est irrecevable (art. 62 al. 3 LTF).
En l'espèce, aucun versement n'est parvenu au Tribunal fédéral dans le second délai expirant le 31 août 2007. Dès lors, le recours est irrecevable, ce dont le contrevenant avait été averti.

Un émolument judiciaire est mis à la charge du recourant qui n'obtient pas gain de cause (art. 66 al. 1 LTF).
Par ces motifs, le Président prononce:

Le recours est irrecevable.
2.
Un émolument judiciaire de 800 fr. est mis à la charge du recourant.
3.
Le présent arrêt est communiqué en copie au recourant, au Ministère public du canton de Vaud et au Tribunal de police de l'arrondissement de l'Est vaudois.
