Der Einzelrichter zieht in Erwägung:

Das Obergericht des Kantons Solothurn trat am 17. Oktober 2013 auf eine Beschwerde nicht ein, weil der Beschwerdeführer die verlangte Sicherheit von Fr. 500.-- nicht geleistet hatte. Vor Bundesgericht macht er in diesem Zusammenhang nur geltend, er sei mittellos (Beschwerde S. 6). Insoweit ist er nicht zu hören, weil die Frage der unentgeltlichen Rechtspflege rechtskräftig erledigt ist (vgl. Urteil des Bundesgerichts 1B_315/2013 vom 18. September 2013), worauf heute nicht zurückgekommen werden kann. Seine übrigen Ausführungen betreffen die materielle Seite des Falles. Sie sind unzulässig, da die Vorinstanz sich dazu nicht geäussert hat. Auf die Beschwerde ist mangels einer tauglichen Begründung gemäss Art. 42 Abs. 2 BGG im Verfahren nach Art. 108 BGG nicht einzutreten.

Die reduzierten Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

3.

Dieses Urteil wird den Parteien und dem Obergericht des Kantons Solothurn, Beschwerdekammer, schriftlich mitgeteilt.
