Der Präsident zieht in Erwägung:

Der Beschwerdeführer wurde mit Verfügung vom 25. November 2009 aufgefordert, dem Bundesgericht spätestens am 16. Dezember 2009 einen Kostenvorschuss von Fr. 1'000.-- einzuzahlen. Mit Schreiben vom 7. Dezember 2009 teilte er mit, er bezahle dem Staat nichts, "wenn der Staat menschenverachtend mit einer behinderten Person umgeht und Verfügungen ausstellt, die massive Fehler enthalten und nicht der Wahrheit entsprechen". Das Bundesgericht teilte ihm mit Verfügung vom 21. Dezember 2009 mit, die Eingabe vom 7. Dezember 2009 gehe an der Sache vorbei, weshalb am Kostenvorschuss festgehalten werde. Gleichzeitig wurde ihm die in Art. 62 Abs. 3 BGG vorgeschriebene Nachfrist zur Leistung des Vorschusses bis 22. Januar 2010 angesetzt mit der Androhung, dass ansonsten auf das Rechtsmittel nicht eingetreten werde. Mit Schreiben vom 22. Dezember 2009 teilte der Beschwerdeführer mit, er diskutiere über diese Angelegenheit nicht mehr und ein weiterer Kommentar erübrige sich. In der Folge wurde der Kostenvorschuss innert Frist nicht bezahlt. Auf die Beschwerde ist androhungsgemäss im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Den Beschwerdegegnern muss keine Entschädigung ausgerichtet werden, weil sie vor Bundesgericht keine Umtriebe hatten.
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, II. Zivilkammer, schriftlich mitgeteilt.
