Vu :
l'ordonnance du Président de la IIe Cour de droit civil du 20 février 2007 fixant au recourant un délai de 5 jours pour effectuer une avance de frais de 2'000 fr., conformément à l'art. 62 LTF;
la demande d'assistance judiciaire présentée par le recourant le 23 février 2007;
l'ordonnance présidentielle du 27 février 2007, notifiée le 2 mars, rejetant la demande d'assistance judiciaire et accordant au recourant un délai supplémentaire de 5 jours pour payer l'avance de frais, conformément à l'art. 62 al. 3 LTF;
l'avis de la Caisse du Tribunal fédéral du 19 mars 2007, constatant que l'avance de frais n'a pas été payée dans le délai supplémentaire et qu'une attestation de débit de compte postal ou bancaire correspondant au montant exigé n'a pas été fournie dans les 10 jours dès l'échéance du délai supplémentaire;

Considérant:
que l'avance de frais n'ayant pas été versée dans le délai imparti (art. 48 al. 4 LTF), le recours doit être déclaré irrecevable (art. 62 al. 3 LTF), aux frais de son auteur (art. 66 al. 1 LTF);
que même si l'avance de frais avait été effectuée en temps utile, le recours aurait de toute façon été déclaré irrecevable faute de contenir une motivation s'en prenant aux considérants de la décision attaquée et démontrant en quoi celle-ci serait arbitraire (art. 116 et 117 en liaison avec l'art. 106 al. 2 LTF);

Par ces motifs, le Président de la IIe Cour de droit civil, vu les art. 117 et 108 al. 1 let. a LTF:

N'entre pas en matière sur le recours.

Met un émolument judiciaire de 500 fr. à la charge du recourant.
3.
Communique la présente décision en copie aux parties et au Président de la Cour de cassation civile du Tribunal cantonal du canton du Valais.
