dass X.________ gegen den am 21. November 2006 ergangenen Entscheid des Regierungsrats des Kantons Luzern staatsrechtliche Beschwerde erhoben hat;
dass er den ihm gemäss Schreiben vom 20. Dezember 2006 auferlegten Kostenvorschuss nicht bezahlt hat;
dass er weder um Zahlungserleichterungen noch um Gewährung der unentgeltlichen Rechtspflege ersucht hat;
dass demgemäss auf die Beschwerde nicht einzutreten ist (Art. 150 Abs. 4 OG);
dass dem Ausgang des Verfahrens entsprechend die bundesgerichtlichen Kosten dem Beschwerdeführer aufzuerlegen sind (Art. 156 Abs. 1 OG);
im Verfahren nach Art. 36a OG erkannt:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtsgebühr von Fr. 300.-- wird dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird dem Beschwerdeführer, der Gemeinde Neuenkirch und dem Regierungsrat des Kantons Luzern schriftlich mitgeteilt.
