Considérant:
Que A.________ a formé un recours "de droit administratif" avec une demande d'effet suspensif contre un arrêt par lequel le Tribunal administratif vaudois a confirmé le refus, par le Département vaudois des institutions et des relations extérieures (DIRE), d'accorder l'effet suspensif à une demande de grâce;
Que l'effet suspensif a été rejeté à titre superprovisoire, le recourant ayant ensuite été invité à verser une avance de frais de 1000 fr. jusqu'au 16 août 2005;
Que le Tribunal administratif et le DIRE concluent au rejet du recours dans la mesure où il est recevable;
Que le recourant n'a pas versé l'avance de frais dans le délai imparti;
Que cela entraîne l'irrecevabilité du recours, conformément à l'art. 150 al. 4 OJ;
Que, dans la mesure où le recours paraît avoir perdu son objet (par prononcé du 28 juillet 2005, le Président du Tribunal d'arrondissement de Lausanne a appointé une audience de relief et ordonné la libération du prévenu), il peut être statué sans frais.
Par ces motifs, vu l'art. 36a OJ, le Tribunal fédéral prononce:

Le recours est irrecevable.

Il n'est pas perçu d'émolument judiciaire.
3.
Le présent arrêt est communiqué en copie au recourant, au Service pénitentiaire, au Département des institutions et des relations extérieures et au Tribunal administratif du canton de Vaud.
