August Harder filed a constitutional complaint against a Thurgau Government Council decision that had rejected his complaint against a tax fine. The Federal Court held that the brief did not comply with Art. 90 lit. b OG because it contained no factual изложение and only legal argumentation, requiring the Court to search the file itself. Since a constitutional complaint is an autonomous procedure requiring a self-contained statement of grounds, the Court refused to enter into the matter.
Art. 90 lit. b OG; admissibility of a constitutional complaint; the complaint must contain the essential facts and a concise statement of the constitutional rights allegedly violated and the manner of violation. A mere legal discussion, or a general reference to the cantonal file and submissions, is insufficient. The Federal Court will not examine the merits ex officio by reconstructing the factual basis from the record; failure to comply with the pleading requirement entails non-entry (consid. 2).

Gegen diesen Entscheid hat Harder staatsrechtliche Beschwerde erhoben mit dem Hauptantrag auf Aufhebung des angefochtenen Entscheides und mit zwei Eventualanträgen. Er wirft dem Regierungsrat Willkür sowie Verletzung des Grundsatzes der derogatorischen Kraft des Bundesrechtes vor.
Demnach erkennt das Bundesgericht:
Auf die Beschwerde wird nicht eingetreten.
