Spruch

I. Die Behandlung der Beschwerde wird abgelehnt.

II. Die Beschwerde wird dem Verwaltungsgerichtshof zur Entscheidung abgetreten.

III. Der Bund (Bundeskanzler) ist schuldig, dem Beschwerdeführer zuhanden seines Rechtsvertreters die mit € 2.620,- bestimmten Prozesskosten binnen 14 Tagen bei sonstiger Exekution zu bezahlen.
