Preamble

The Federal Assembly of the Swiss Confederation, on the basis of Article 95 of the Federal Constitution¹,
in implementation of the Agreement of 21 June 1999²between the Swiss Confederation, of the one part, and the European Community and its member states, of the other, on the Free Movement of Persons,
and having considered the Federal Council Dispatch dated 28 April 1999³, decrees:
