  1. Within the scope of this Act, the Federal Council may conclude international agreements on the recognition of foreign professional titles that entitle the holder to practise as a lawyer.
  2. In doing so, it shall ensure in particular that:
    1. lawyers are subject to the professional rules set out in Article 25; and
    2. entry in the cantonal lawyers’ roll is governed by the principles applicable to lawyers from EU or EFTA member states.
  3. It may issue implementing provisions for these agreements.
