The Confederation may promote the breeding of livestock which:
is adapted to the prevailing natural conditions and is healthy; and
leads to the market-orientated and low-cost production of high-quality products.
It may support breeding measures carried out by recognised organisations and by federal and cantonal university institutes by providing subsidies.
The subsidies for breeding measures shall be granted in particular for:
the conduct of a dedicated breeding programme aimed at developing the genetic basis, including keeping a stud book, monitoring animal genetic resources, and recording and evaluating breeding traits, provided that the breeding programme takes due account of economic viability, product quality, resource efficiency, environmental impact, animal health and animal welfare;
measures to preserve Swiss breeds and their genetic diversity;
research projects to support the measures mentioned in letters a and b.
The Federal Council may stipulate additional requirements relating to cost-effectiveness, product quality, resource efficiency, environmental impact, animal health and animal welfare, and provide for correspondingly higher contributions for the measures referred to in paragraph 3 letter a.
Livestock breeders must adopt reasonable self-help measures and make a financial contribution towards the breeding measures.
The breeding measures must comply with international standards.
No subsidies shall be granted for breeding transgenic animals.
The Federal Council shall regulate the recognition of the organisations and the granting of subsidies.
