The release of active substances of product types 7, 8, 10, 18 and 21 in accordance with Annex 10 into drinking water, surface waters and groundwater shall constitute a potential significant risk.
The aim is to ensure that the concentrations of active substances in accordance with paragraph 1 measured in waters do not exceed the following limits:
for active substances or their breakdown products in waters that are used or intended to be used for drinking water: 0.1 μg/l;
for active substances in surface waters:
1. the limits in accordance with Annex 2 Section 11 paragraph 3 number 4 of the Waters Protection Ordinance of 28. Oktober 19981(WPO) (ecotoxicological limits), or
2. if the active substance is not listed in Annex 2 WPO: the concentration specified on approval below which no effect on aquatic organisms is expected.
The FOEN shall ascertain the extent to which the aim has been achieved with the aid of indicators.
For this purpose, it shall each year use the available measurement data to calculate for each active substance in accordance with paragraph 1 the ratio of the number of waters analysed in which an exceedance has been measured to the total number of waters analysed.
